Third Quarter Deliverables (sent April 4, 2022)

2021–22 Workforce Innovation and Opportunity Act (WIOA), Title II: Adult Education Family Literacy Act (AEFLA)

Dear Adult Educators:

Spring is officially here and we are preparing for the end of the program year! Thank you for all you do to support the students of adult education programs in California. Here are some important activities due in April.

2022–23 Program Year Inquiry

Responses to the Program Year Inquiry for 2022–2023 are due by April 5, 2022. You will find this one-time activity on the Reporting Site under Surveys on the WIOA Navigation Menu. As a reminder, the inquiry includes important information regarding System for Award Management (SAM.gov) registration; discontinued programs; upcoming staff changes; updates for contact information and user access, and charitable trust renewals (as applicable). The estimated completion time is less than fifteen minutes if your agency’s registration information is current, active, and readily available.

Check with your agency’s SAM.gov contact person regarding your existing registration as a system login is required. In many K–12 school districts, a fiscal or administrative office will maintain this registration on behalf of the entire district. District staff may not regularly check the registration unless asked by a program to do so. Do not create a new registration in order to submit this inquiry. It is important to verify existing information and reduce duplicate compliance reporting. If you are unsure who maintains this information for your agency, we may be able to help. Email the Adult Education Office (AEO) at adulteducation@cde.ca.gov with any questions.

Third Quarter Expenditure Claim

The Expenditure Claim Report (ECR) module for the third quarter is now open and third quarter claims are due to the California Department of Education (CDE) by Saturday, April 30, 2022. Should budget updates be necessary, please make the adjustments within the expenditure claim and note any applicable justifications. Remember to update the budget column prior to entering expenditures when entering the data to reduce error messages. Also, please reflect all non-federal expenditures on a quarterly basis within the expenditure claim.

Though not due until later in the year, the Final ECR will ask for details regarding Workforce Training and One-Stop Infrastructure expenditures. Now is a good time to start gathering this information in preparation for the final expenditure claim report.
